Haryana Cabinet Boosts EV Adoption with Full Tax Exemption and Incentives for Women Buyers

In a major push toward sustainable transportation and women’s empowerment, the Haryana Cabinet has approved a 100% exemption on motor vehicle tax for new registrations of electric vehicles (EVs) priced up to ₹30 lakh. The Cabinet also introduced a 1% rebate in motor vehicle tax for eligible non-transport vehicles purchased and registered in the name of women.

The decisions are expected to encourage cleaner mobility, reduce pollution, and promote greater vehicle ownership among women across the state.

Following the Cabinet’s approval:

  • 100% motor vehicle tax exemption will be available for pure electric or battery-operated:
    • Two-wheelers
    • Three-wheelers (including e-rickshaws)
    • Four-wheelers
  • Applicable for vehicles with an ex-showroom price up to ₹30 lakh.

For electric vehicles priced above ₹30 lakh, buyers will receive a 50% exemption on motor vehicle tax.

Previously, Haryana offered a 20% tax exemption for electric vehicles. The revised policy significantly enhances incentives to accelerate EV adoption across the state.

The Cabinet clarified that the existing 20% motor vehicle tax exemption for CNG vehicles will continue unchanged, irrespective of the vehicle’s price.

According to the Haryana Transport Department, the revised policy aims to:

  • Increase adoption of electric vehicles.
  • Reduce vehicular emissions.
  • Improve long-term air quality.
  • Support the state’s environmental sustainability goals.

Officials believe the incentives will encourage more consumers to shift from conventional fuel-powered vehicles to electric mobility.

The Cabinet also approved a 1% rebate in motor vehicle tax for non-transport vehicles purchased and registered in the name of women.

The benefit applies to vehicles with an ex-showroom price of up to ₹20 lakh.

The initiative was announced earlier by Chief Minister Nayab Singh Saini during the 2026–27 Budget to encourage greater financial independence and ownership among women.

State officials said the rebate is intended to:

  • Encourage women to register vehicles in their own names.
  • Promote financial independence.
  • Increase women’s participation in economic activities.
  • Strengthen ownership rights.

The initiative complements broader efforts to improve gender inclusion through policy incentives.

The Cabinet’s decisions are expected to deliver multiple long-term benefits, including:

  • Higher adoption of electric vehicles.
  • Lower greenhouse gas emissions.
  • Reduced dependence on fossil fuels.
  • Greater affordability for EV buyers.
  • Enhanced mobility options for women.

The policy also aligns with India’s broader clean energy and electric mobility objectives.
